PROCUREMENT ANNOUNCEMENTS
Chapter 30B of the Massachusetts General Laws, the Uniform Procurement Act, establishes uniform procedures for local governments to use when contracting for supplies, equipment, services, and real property.
The Town of Lynnfield Department of Public Works procures many services and supplies throughout the year that require us to seek competitive bids to assure that the Town is receiving the best service/product for the lowest price.
We are required to publish a legal ad in the local newspaper and depending upon the amount of the contract to be awarded we also are required to publish our ad in the Secretary of the Commonwealth’s Central Register and/or the Goods and Services Bulletin. Although not a requirement by law, Public Works will also publish announcements on the DPW web page.

Supplies and Services:
Overview of Procedures
Chapter 30B establishes three sets of procedures for awarding supply and service contracts depending on the value of the contract.
Contracts under $5,000 – Use sound business practices. (M.G.L. c. 30B, §4(c).)
The law does not require formal competition for these small purchases. The law recommends that cities and towns periodically solicit price lists or quotations to ensure that we are getting favorable prices.
Contracts from $5,000 to $24,999 – the law requires cities and towns to seek price quotations from at least three vendors and award the contract to the responsible vendor offering the supply or service needed for the lowest price. (M.G.L. c. 30B, §4(b).)
Contracts of $25,000 or more – the law requires cities and towns to conduct a formal advertised competition using sealed bids or proposals. In a bid competition, cities and towns are required to award the contract to the qualified bidder who meets specifications and offers the best price. (M.G.L. c. 30B, §5.) In a proposal process, cities and towns must award the contract to the offer or submitting the most advantageous proposal taking into consideration specified evaluation criteria set by each city or town as well as price. (M.G.L. c. 30B, §6.)
